Peter has unique expertise in helping companies negotiate at all municipal and state government levels as they seek project approval. He regularly represents clients in front of Select Boards, City Councils, Planning Boards, Health Departments, Zoning Boards of Appeal, and other state and local agencies. Peter works to achieve successful outcomes for both his clients and the municipalities.


Well-versed in the regulatory challenges of emerging markets, Peter has developed a reputation as one of the leading strategists in the cannabis industry in Massachusetts, New York, and New Jersey. He is skilled at illustrating to communities the many benefits of the industry, including job creation, economic development, and the creation of new tax revenue, leading to the successful licensure of cannabis operators. He also specializes in locating zoning-compliant sites and assisting operators through permitting, including negotiating fair host community agreements or local resolutions. 


Since 2012, Peter and the Tenax team have been relentless in representing cannabis operators to help them get licensed and get open. Peter assists clients with site selection, building municipal support, land use approvals, permitting, community outreach, cannabis licensing, general cannabis business consulting, and post-operational support. In addition, Peter provides a comprehensive project management approach, often taking companies, investors, or individuals in Massachusetts, New York, and New Jersey from concept to commence operations.


Peter cares deeply about veterans' mental health and supporting food and housing security. When he’s not advocating for his clients in front of local and state agencies, you’ll find him sipping coffee with his wife at one of their children’s many sporting events in Brookline, New Hampshire.

Peter’s background in Cannabis Public Policy


Peter’s work in public policy related to the cannabis industry began in 2012 while representing the Coalition for Responsible Patient Care. This group advocated for medical cannabis patients before the Massachusetts Department of Public Health during the creation and adoption of the Massachusetts medical cannabis regulations. In addition, the group focused on patient access to safe medical cannabis. 


In 2016, the ballot initiative to legalize cannabis for adult use was passed by the voters. However, the voter-passed ballot initiative to legalize cannabis for adult use still needed to be implemented to become law. Marijuana Policy Project, the group behind the ballot initiative, hired Peter and the Tenax team to implement the law passed by Massachusetts voters and protect the ballot initiative's core tenet. 


After months of work representing the Yes on 4 Campaign and the Marijuana Policy Project, Peter and the Tenax team were able to uphold the will of the voters and protect the core tenet of the ballot initiative. The newly voter-passed ballot initiative was signed into law on July 31, 2017.
